Apparently were are getting a Porsche Experience Centre at this site, in addition to the Casino et al.

Maybe that part will be a go-kart track?
These type of private race tracks (somewhat of a misnomer, as most have little or no actual racing) have been becoming more common in recent years. There is one (Oro Station) being built near Barrie, one in Alberta, and Area 27 in BC. iCar Mirabel near Montreal, Cayuga, and Calabogie near Ottawa operate mostly as private type of circuits but have sporadically had racing. Mosport has had its own 'Driver Development Track' for several years, completely separate from the older and larger 'Grand Prix Track' where they've had racing for the last 60 years.

The issue raised in the judicial review application regarding the requirement for the
MZO to be consistent with the Provincial Policy Statement (PPS) was dealt with through the
introduction on March 4, 2020 of the Supporting Broadband and Infrastructure Expansion Act,
2021 (Bill 257), which received royal assent on April 12, 2021 and amended the Planning Act
such that a Minister’s zoning order, for lands outside of the Greenbelt Area, does not have to be
consistent with the PPS. The amendments apply retroactively such that any existing Minister
Zoning Order is not required to be consistent with the PPS.

So it's saying, "We'll let this go this time because we need your votes. But after the election, we'll be sending out the bulldozers if we get back in!"?

I think this site is probably safe.

The change in the legislation, however, puts many more sites at risk.

Probably can't find significant investment to build an entire entertainment destination. Honestly they should just give it to developers and build mixed use areas that'll even increase traffic for the mail area and casino
 
Ya Durham Live has turned into a complete joke of a project. What was originally proposed vs what’s being built now is almost criminal.

Exactly! Theres so many other better options they could do with the lands. They need more intensification, if they just sell parts of their lands around that casino/hotel and little mall area I'm sure developers could come up with much better mixed use developments. It could become a major economic development on its own for the city instead of just a few highrises, casino, mall and race track

They have dropped any mention of a big outdoor amphitheatre that was part of the original plan, and a 2500-seat indoor venue now seems to be just a vague idea for the indefinite future. I wonder if some of those behind all these proposals for big-time entertainment venues in the Golden Horseshoe are realizing their prospects for success aren't as positive as they hoped. CasinoRama's schedule isn't exactly overflowing with big names for the next few months. The new 5000-seat Fallsview theatre has been sitting empty for well over two years, and was twice within a few weeks of a scheduled opening with shows announced and tickets on sale, only to all be cancelled. Obviously the pandemic could be blamed the first time in 2020, but the more recent excuses seem a little flimsy.
