I was reading on the Metrolinx blog that they have begun bus testing in the new bus terminal in the bottom of the tower. They say that later in 2020 they will begin trips in and out of the new terminal. I would hazard a guess that the second North tower would commence construction some time in 2021 after the demolition of the old terminal. People keep asking this and others keep saying "It's full steam ahead". I think that until a change is announced we all need to assume it's going ahead as planned. If things change I think you can assume someone here will post the news.
