To be clear, it wasn't that I didn't believe you. It's just they went an awful lot of effort to install those, only to entomb most of it save those respected patches. The only thing I can think of is that they're planting trees there that need a lot of root breathing room. And as such, wouldn't compromise the structures built around it in spreading those roots out.

...I do want to say thank you for the effort of posting the documentation so we readers have better idea of what is going on here. That seemed to have taken a lot of work...so that is really appreciated for what that is worth. /bows

Silva Cells are there to provide UNCOMPACTED soil so trees and other plants can survive and so that the soil can act as a 'reservoir' and catch storm water. The cells are covered by something (usually concrete pavement) with, of course, holes left to plant trees in! See
 
^...I had always assumed, and perhaps poorly so, that Silva Cells where designed for roots to spread, grow and attach onto, preventing structural issues that roots may cause. I did not know they are primarily a structural system themselves that took the load bearing off of concrete, asphalt and whatnot away from the soil itself so roots can infact grow in the first place. And I feel like an idiot for not ever realizing that....and had probably also been all explained at somepoints in this and other threads if I had bothered to pay attention. >.<
