Phase 1C: 2014-2019
Third Phase of CAMH’s Queen Street Redevelopment Project: Phase 1C 2014-2019


Phase 1C will include construction of two new buildings that will feature 240 beds for those most in need: people who are acutely ill as well as those experiencing the most complex forms of mental illness, especially patients with schizophrenia.
Phase 1C will co-locate research and education spaces adjacent to clinical care to create collaborative opportunities for knowledge exchange, discovery and learning that will improve care as well as advance knowledge.
Phase 1C will include:
A Complex Care building featuring in- and outpatient services for people with complex mental illness, as well as supportive programming
An Acute Care building, including a 24/7 emergency department, inpatient units, as well as other programming
The extension of Stokes Street through to Shaw Street, and Workman Way to Adelaide Street West, enlarging Shaw Park and public amenities

The Acute Care building will be located on Queen Street West just west of Gordon Bell Rd. Programs and features will include:
24/7 Emergency Department and Extended Assessment Unit
Partial Hospital Program
Inpatient complex mental illness units - all client beds in this building will face therapeutic green space
Outreach Service (formerly Telepsychiatry)
Transitional Age Youth Day Program (formerly Board of Education classrooms)
The two new buildings will eventually replace two of the current units on the site, Units 2 and 4, and the maintenance building. In addition, all emergency and inpatient services currently located at CAMH's College Street site will be relocated to Phase 1C at Queen Street.
 
Overheard a couple of suits doing a site visit today when walking by. Talking about cutting down existing trees on the properties of the two new buildings, or something. Exciting to see the next phase approach construction.

Preferred Proponent Selected for Centre for Addiction and Mental Health Phase 1c Project

TORONTO - Plenary Health CAMH is the preferred proponent to design, build, finance and maintain the Centre for Addiction and Mental Health (CAMH) Phase 1C redevelopment project.

Infrastructure Ontario (IO) and CAMH selected Plenary Health CAMH after extensive evaluations following an open, fair and competitive request for proposals process that began in February 2016. The Plenary Health CAMH team includes:

  • Developer: Plenary Group (Canada) Ltd. and PCL Investments Canada Inc.
  • Design-Builder: PCL Constructors Canada Inc. (Toronto)
  • Architect: Stantec Architecture Inc.
  • Facilities Management: ENGIE Services Inc. (formerly Cofely Services Inc.)
  • Financial Advisor: Plenary Group (Canada) Ltd.
IO and CAMH will now work to finalize contract details with Plenary Health CAMH. The project is expected to reach financial close in March 2017, which will mean that relevant contracts have been signed and a financing rate has been set. The contract cost will be announced publicly following financial close and construction is scheduled to begin in the fall.

The redevelopment project will see the construction of two modern buildings along Queen Street West in Toronto featuring inpatient and outpatient services for those most in need: people who are acutely ill as well as those experiencing the most complex forms of mental illness. The project will result in the construction of approximately 655,000 square feet of new build space, which will include:

  • inpatient and outpatient clinical services for people with complex mental illness, including emergency care and therapeutic support
  • research and educational facilities
  • information and resource facilities
The project includes the extension of roads, parks and green space improvements and restoration of the heritage wall around the facility.
 
Is this going to have purely institutional uses? Will there be retail facing Queen St. like the earlier phase? From what I can tell from this press release, there won't be.

Contract awarded for Centre for Addiction and Mental Health (CAMH) Phase 1C project
TORONTO, March 2, 2017 /CNW/ - Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH) have awarded a fixed-price contract to Plenary Health CAMH to design, build, finance and maintain the CAMH Phase 1C redevelopment project. The contract is valued at approximately $685 million, which reflects the payments made during construction, the substantial completion payment and the monthly service payments before inflation adjustments. This figure does not reflect the total project cost.

The Plenary Health CAMH team includes:

  • Developer: Plenary Group (Canada) Ltd. And PCL Investments Canada Inc.
  • Design-Builder: PCL Constructors Canada Inc. (Toronto)
  • Architect: Stantec Architecture Inc.
  • Financial Advisor: Plenary Group (Canada) Ltd.
  • Facility Manager: ENGIE Services Inc.
