Those hands pair well with the Dreaming statue at the Richmond Adelaide Centre:

Looks like a normal patina starting to form on the statue to me. As for the grass, I'm sure the dog urine doesn't help, but I suspect it's more pedestrian traffic: it's a very well-used park, and if one were selfie-inclined, in front of those hands is a logical place to stand.
