Just so everyone knows, Sanofi is the impediment here, but they have every right to be. When it comes to emissions and other 'nuisance' claims they are the ones who would be forced to leave, regardless of what they do or how long they've been there. You can't put something like "might be bad air, buy at your own risk" into a set of condo docs, so Sanofi is rightly protecting their facility.

I don't doubt that they and Tenblock / First Cap will come to some sort of agreement, but the onus is on the latter to satisfy the former (and the City) in this regard.

I take no issue w/the above; but find the secrecy rather absurd; I think noise and emissions data should a matter of public record. This is not something that's internal or a trade secret.
 
New docs posted Feb 5, 2024 for the 2nd resubmission.

Heights remain the same, but additional density in the proposal including more (and from the wording, higher-quality) affordable housing which @HousingNowTO will be interested in.

It is also very good to see on-site 10% parkland dedication with an additional POPs adjacent, combined for nearly 17,000 sf of publicly accessible green space. Smartly configured and will hopefully be coordinated with the FCR property to the south for an enlarged park space that would actually be useable to local residents. Seems like a huge win for Parks Planning.
 
It looks like this is very close to York University and the subway. So much housing going up near post-secondary institutions. Thankfully many Canadian schools are closer to built up areas unlike many in The States.
 
I've been following this project closely wow, impressive turnaround time on the 3rd resubmission. It seems like they've already addressed some comments on the 4th submission in the April docs (no changes to site stats) and are on their way to the next North York Community Council on July 9th, 2024.


Hoping to see this one move forward as it is a significant amount of residential density near to York University. Also tagging @HousingNowTO as there is a significant amount of rental replacement and affordable housing units that could be secured with approval.

Far be it from me to defend what seems like a procedural mess, and Councillor Parking Lot.............

But....if one listens to what the Councillor said, he is clearly asserting that the Province has told him they will not let this go ahead, they will either remove it from the OLT or override the OLT.

I have not had that discussion with anyone in the Ministry and can't speak to its veracity, but Councillor Carroll who was the only one to oppose the Refusal, seems to suggest that those conversations
have indeed taken place; although she wanted to see this addressed by way of Referral rather than refusal.

You may have more insight on this.......

But if the province is going to either kibosh this outright, or reduce the approval to 10s, which apparently Sanofi has said they can live with............

Sanofi is certainly the complicating factor here, yes. What confidential discussions have or haven't happened there, I can't speak to, but Pasternak's warning of threats from above is...not entirely truthful either. He's largely buckling to his community - as he's wont to do, I guess. They are old, entrenched, and mean and he was all to happy to take this picture (and the attitude it represents) so I'd be taking that excuse with a grain of salt:

Extremely disappointed that Council voted to reject this project, going AGAINST the approval for recommendation report by planning staff.

Some very strange politicking going on in the background between Council, the Premier and this Sanofi site. Reporters should investigate what is going on here, because it is absurd that we're refusing perfectly good development in the middle of a housing crisis. The report that @Kenojuak linked above demonstrated there is no security threat to the Sanofi site with the development which should have put an end to all those concerns by council.

Case Management Conference (CMC) was held March 11, 2025

Parties to the appeal are Microbjo Properties (Tenblock - 1875 Steeles), City of Toronto, Sanofi Pasteur Limited (1755 Steeles), University of Toronto (4925 and 5201 Dufferin), and Dufferin and Steeles Corporation (First Capital REIT - 1881 Steeles).

Looks like the parties are hoping to resolve things together

There was another CMC scheduled for September 12, 2025, which appears to have been Adjourned (i.e. the file was moved forward without decision or resolution, usually on the joint request of the parties).

City Staff supported approval of the application so it is obviously strong on its planning and technical merits and is running into political interference at the provincial level. Not ideal when this file has already spent so long in the approval process (first rezoning application October 2020 -- about to hit the 5 year anniversary!!)
