Signs I have seen which indicate Ford is nowhere near recovery:
Addressing the Addiction: Ford entered "rehab" with the fervent belief his only problem is drinking. He continues to avoid responsibility for the drugs. He isn't addressing the addiction.
Home Fires: He needs to rebuild trust with family, particularly his kids, yet during rehab, he's linked to another woman with alcoholic tendencies, and even brings them to meet up with him and her at Crabby Joe's.
People, Places and Things: During rehab he's linked to a party girl who is still using. He continues to seek out public attention by being photographed in bars with idiots on instagram. He has no interest in avoiding triggers which could spark his latest bender.
HALT: Given Ford's lust for food, tendency to rage at the slightest slight, lack of real friends, and poor physical health, it's a pretty good bet that he will be hungry, angry, lonely and tired more than he can manage. Factor in a tough re-election campaign where his popularity is finally plummeting, Ford won't be a zen master when he returns from taxpayer-paid vacation.
Relationships: Blame and rationalization might as well be the Ford family motto. His ability to forge new relationships based on trust where he takes responsibility for his action will be impossible as long as he is a member of the Ford family.
The Almighty Me: As evidenced by Doug "worst campaign manager ever" Ford's campaign stratagems, the entire plan is to play the pity and victim cards over and over.
Pink Clouds: This assumes Ford ever entered a serious rehab program.
Fordisms: Ford Nation is not subtle. Ford's campaign will be blunt, divisive, and full of denunciation. The autism slurs from Doug will seem trivial in comparison.
Come to Jesus Moment: The line from his enablers is, he looks great, he's lost weight, blah, blah, blah. It's the same old false belief that taking a couple of weeks to unwind and hit the gym will fix years of addiction.
Habit's Power: Ford could have left for "rehab" and stayed out of the public eye. He didn't. Instead, he found every opportunity to be seen so he could pull his "regular guy" act. He isn't interested in breaking habits.
