Roads: Traffic catch all

In 2017 there was a proposal to extend Cooper St under the tracks to connect with Church St:

I don't see it on the list of passed by-laws:

Did the Cooper Street Extension never pass city council? What happened to it?
 
The city (in fact, ALL cities) should be looking at last-kilometre (last-mile) delivery solutions. Deliveries or pickups of all kinds add to traffic congestion.

Be it delivery depots (similar to the Canada Post "community mailbox"), cargo bikes, delivery zones, or some other solution, they city needs to include the last kilometre for goods or people in the city.
 

Of those 893 tickets, 826 were violations of the Highway Traffic Act and 67 of them were bylaw tickets. Over 200 of the tickets (228) were for distracted driving, 186 were for a prohibited turn, and 39 were for “Don’t Black the Box” offences, according to the release.

I will assume "don't black the box" is a typo for don't block the box. But how they only managed to get 39 of those in the past three months is something. I see it happen at least 39 times each day on my trips to and from work.

I end up giving some clown blocking the pedestrian crossing the finger most times I cross Front and Jarvis at the market. Or tapping on their back window I have to walk around them. Hopefully that's per warden, or the daily amount, or something.
