My understanding is that the ground floor is just commercial space.

The top of the podium is supposed to be a publicly-accessible observation deck.

So, like, will there be a bunch of private security workers watching over everyone? Like on top of Jackson Square?

This lot was supposed to be a public asset like a museum or library. Then it became a privately-owned public observation deck as a compromise for a privately-developed high rise.

Edit: Actually, according to the city’s own plans, this block was marked as ‘Institutional’.

I love how they used this height drama as a smokescreen for the real issue here; That a private developer got hold of a public asset and no one seemed to notice.
