Ontario lays out exemptions where proof of vaccination is not required​

In less than a week, Ontarians will need to prove their vaccination status to enter most non-essential public settings like restaurants and bars, sporting events, and concerts.

And unless you have a medical exception proving that you can’t get the shot, you’ll be expected to show a receipt of both your first and second dose, as well as any government-issued ID, to enter those establishments.

But are there any scenarios in which people won’t need to show these documents?

On Tuesday, Ontario’s government laid out a number of scenarios where you don’t actually need proof of vaccination to enter.

Here’s a list of those exemptions:

Non-essential businesses​


  • To use the washroom
  • To pay for an order
  • To access an outdoor area that can only be accessed through an indoor route
  • To place or pick up an order, including placing a bet or picking up winnings at a horse track
  • To purchase admission
  • To make a retail purchase
  • For the purposes of health and safety

Weddings and funerals​

  • A wedding or funeral service, rite or ceremony and you are not attending the associated social gathering or reception that is in a meeting or event space
  • Social gathering associated with a funeral service, rite or ceremony that is being held in a business licensed under the Funeral, Burial and Cremation Services Act, 2022
  • Between Sept. 22 and Oct. 12, the province says that a negative COVID-19 test – taken no more than 48 hours prior – can be used to gain access to an indoor social gathering associated with a wedding or funeral

Individuals under a certain age​


  • Children under 12 will not need to show proof of vaccination
  • People under the age of 18 who are entering the indoor premises of a facility used for sports and recreational facilities solely for the purpose of actively participating in an organized sport

City of Toronto continues to see an increase in COVID-19 vaccine doses administered

Toronto Public Health (TPH) continues to see steady progress in its vaccination efforts. In the last seven days, a total of 40,014 doses were administered, which includes 17,659 first doses and 22,355 second doses.

As of Monday, September 13, at 8 a.m., a total of 4,640,697 COVID-19 vaccine doses have been administered in Toronto since the start of the vaccination campaign.

According to TPH’s vaccine dashboard updated this morning, 78.4 per cent of residents 12 years of age and older are fully vaccinated after receiving two doses and 84.2 per cent of eligible residents have received their first vaccine dose.

Everything about this provincial government just smells unready - and nothing says "proactive" like making stuff up on the fly when it should have been done before the end of August. Quebec is ready, Ontario? It was caught hedging its' bets.

So a thing with this that's not been widely reported is that Ontario has been working on a transfer to digital ID's for about two years. There was already something in development pre-COVID by a team they hired that work out of Kitchener, and they were supposed to go live for limited public use in Q4 this year. It sounds like they are rolling the vaccine passport into this system, and also possibly taking advantage of that for quick mass adoption of this which otherwise would have taken years. It replaces most physical ID issued by the government with an app based system, including physical drivers licences and health cards. You download an app, set a pin, and your IDs all become QR codes that can be scanned to provide whatever information is needed.

It's called Digital ID Ontario, and if you look at their website one of the functions now listed is to "access and use vaccination records".

I know about this proposal, but at the end of the day what mattered is whether there is an end product that is ready for use for the specific purpose of serving as a COVID-vaccination pass. Whether they have been working on it or not, and what it is theoretically capable of is irrelevant. Don't forget - it is the government that even back in July adamantly denied the need for a vaccine passport for Ontario in the first place (sic it "divides Ontarians").
