WND Associates has submitted the Zoning By-law Amendment application to the City of Toronto on behalf of Arkansas Investments Inc. for a redevelopment at the southeast corner of Sheppard Avenue East and Brimley Road in Scarborough's Agincourt South–Malvern West neighbourhood. Designed by RAW Design, the proposal calls for a 39-storey residential tower paired with a 12-storey mid-rise, sitting within the McCowan Major Transit Station Area (MTSA) and west of the under-construction Sheppard–McCowan station on the Danforth Line 2 Scarborough Subway Extension.

The site at 4433 Sheppard Avenue East is currently developed with a two-storey commercial plaza surrounded by surface parking. Low-rise commercial buildings are found to the north and east, with low-density residential to the south, and directly west, a single-storey medical building is slated for redevelopment. The site is located along the western border of the MTSA, adopted by City Council in anticipation of the subway extension, now under construction.

The proposal envisions a mixed-use development composed of a 12-storey mid-rise (44.9m) and 39-storey tower (131.2m), sharing a six-storey podium. Across the site, the development would deliver 41,627m² of Gross Floor Area at a Floor Space Index of 8.54 times coverage of the 5,428m² parcel. The proposal includes 39,814m² of residential space and 1,813m² of at-grade retail and second-floor office space. A total of 647 units are proposed, comprising 331 one-bedroom, 229 two-bedroom, and 87 three-bedroom units. Vertical circulation would be served by six elevators in total, including two dedicated to the mid-rise and four serving the taller tower, resulting in an approximate ratio of one elevator per 108 units, indicating high speed motors will be required to provide adequate response times.

Retail and commercial uses would activate the ground plane along Sheppard Avenue East, while the two tower volumes would be separated by distances ranging from approximately 17.6m to 24.7m, with the application noting this aligns with Mid-Rise and Tall Building Design Guidelines. Indoor amenities would account for 1,342m², located on the second and seventh floors, with outdoor amenity areas totalling 1,398m² on the same levels.

Vehicle parking would be accommodated primarily below grade within two levels of underground garage, supplemented by at-grade visitor parking along the southern edge of the site. In total, 223 vehicular parking spaces are proposed, including 188 resident spaces and 35 visitor spaces. Bicycle infrastructure entails 499 bicycle parking spaces, including 443 long-term spaces and 56 short-term spaces. 

The site is served by bus service running directly along both Sheppard Avenue East and Brimley Road, with Agincourt GO station located about 1.6km to the west. The property is approximately 800m west of the under-construction Sheppard–McCowan station on the Scarborough Subway Extension of Line 2. In the meantime, Metrolinx is currently studying options to extend Sheppard Line 4 both west and east along Sheppard Avenue, with a non-zero possibility of a station at Sheppard and Brimley in the distant future.

Other development proposals and projects are active along the Sheppard Avenue East corridor. Immediately west, 4415 Sheppard Avenue East is proposed at 11 storeys, while farther west a cluster includes EC Manor at 11 storeys, Dragon Centre Condominiums with twin 28-storey towers, and the 35-storey 1 Glen Waterford. East of the under-construction station, 4800 Sheppard East proposes 18 and 35 storeys. Closer to the GO station, 4181 Sheppard Avenue East calls for three towers ranging from 12 to 39 storeys, while 4151 Sheppard Avenue East has been proposed at 39 storeys.
