one of the biggest problems must be peoples inability to accurately predict costs. i have yet to hear of any project in toronto coming in under budget and on time.
and when a project drags past its projected close, the builder has more carrying costs and inflationary risks. when they sell preconstruction they don't share in the market appreciation.
