GO Transit: Construction Projects (Metrolinx, various)

Nothing particularly notable in the Capital Projects update for this week's Mx Board Meeting.....but I offer up where's there, in respect of GO:

It's informative to compare the capital envelope from a year ago. To QP's and ML's credit, the budget envelopes aren't getting restated every few months (as they were back during the previous government's tenure).

I'm not sure what we can read into the Oncorr baseline given that bids are being reviewed, but the envelopes have not been shrinking and money is getting spent. (Viva BRT costs have been reduced - did someone return the empties?)

We arent being informed about whether the incurred costs are on target or not in terms of % of project completion for $ spent.

Interesting to see GO Expansion is now up to $26 billion.

Wasn't it something like a $13 billion program when it first started?
they are still giving out the $10 bil figure but thats just the oncorr contract value. excluding 30 year maintenance maybe? which makes it 15 bil?

Here for comparison are the March 2018 (final Wynne budget) June 2019 (post Ford election) and March 2020 numbers

The key takeaway here is that only two out of the four teams have submitted proposals and the deadline was in late November 2021.
Here are our options...

EnTransit
  • Applicant Lead: SNC-Lavalin Capital, Siemens Project Ventures, Keolis
  • Construction Team: SNC-Lavalin, Siemens
  • Design Team: SNC-Lavalin, Siemens, Balfour Beatty Rail
  • Operations & Maintenance Team: Keolis SNCF, SNC-Lavalin, Siemens
  • Financial Advisor: National Bank
ONxpress Transportation Partners
  • Applicant Lead: Aecon Concessions, John Holland, Meridiam Infrastructure, Alstom Transport Canada
  • Construction Team: Aecon IM, John Holland, Alstom
  • Design Team: WSP, Hatch, Alstom
  • Operations & Maintenance Team: Deutsche Bahn, John Holland, Aecon O&M
  • Financial Advisor: RBC Dominion Securities
The scope of the On Corridor Works project includes:
  • Operation of train services including train driving
  • Timetable planning, train control and dispatch for all operators across the GO-owned rail network
  • Design, build, finance, integration, maintenance, rehabilitation or renewal of the railway corridor (civil infrastructure, tracks, systems, signaling, rolling stock, etc.)
  • Refurbishment, maintenance, servicing and cleaning of all rolling stock and procurement of new rolling stock
  • Construction of new maintenance and train storage and/or layover facilities
  • Reconstruction of Union Station track and platforms
  • Compliance with Metrolinx safety, security and emergency management policies
So in terms of train operations, it's either Siemens or Deutsche Bahn (Germany's national rail company).

If GO expansion has any hope of being delivered remotely on time. i swear to god they absolutely cant pick snc. would be a disaster

Didn’t Siemens drop out and get replaced by Hitachi for that bid?

In the EnTransit group, I'd assumed that Hitachi Rail STS was the rolling stock manufacturer but in fact it's the signalling and train control subsidiary. https://en.wikipedia.org/wiki/Hitachi_Rail_STS

Am I missing something or are the other companies listed all rail-operations, civil-design, construction and ops/maintenance? Perhaps they plan to take bids from rolling stock manufacturers during the upcoming Development Phase if they're chosen or have already received bids and have chosen more than one rolling stock supplier?

wow youre right. nice catch.
Its possible that the operations and maintenance portions just select their own rolling stock,

But more likely is along the lines of what metrolinx has said all along.

"Its up to the winning bidder to select which rolling stock they want"

Alstom and deuche bahn i think is actually misleading since they might only be doing the operations and maintenance of the railway systems

We may end up with more bombardier trains after all lmao
