This is a non-sequitur. There were always going to be X,Y,Z cities with the highest public transit ridership in the country regardless of whether or not there was generational prioritization of cars. Them being the largest cities in the US and the capital is not at all surprising. It's almost like saying New York City is one of the cities of all time.
