Huawei, apparently will be relocating its North American research centre from the U.S. to Canada

If this goes through, the employment move, thus far, doesn't appear super large, something like 300 FTE; but if the secondary cash investment comes with; its not an immaterial sum.

But with Canada's own decision on 5G pending...............will this materialize in a stable manner?

This possible move plus the release of our two hostages and a deal on Meng Wanzhou plus 5G are all connected and will probably all be resolved together. Ideally, they will move their research here, the hostages will be freed, Meng will be released because US decides it helps THEIR trade talks and we agree to using the Huawei 5G in most but not all places in Canada.

That looks like a carrot (probably PR - considering the drubbing HW has been getting of late), and I am not sure if it is worth enough for any decision on Huawei/5G to be premised on this. We can take a page from their playbook though - no deal will be made without mandatory technology transfer and technological transparency (hard and software).
