WRT wages for construction workers, the bored tunnel subcontractor - SELI - has brought in cheaper workers from Costa Rica who are experienced tunnellers. The local unions have organized them to get their wages up to what local workers would have been paid and hearings are ongoing before the Labour Relations Board. Any hit on wages would be to the subcontractor's cost, not the governments', because of the fixed price contract - but the subcontractor has threatened to pull out if the workers go on strike.
