Along with a dozen planning application zoning approvals that we reported on from Toronto City Council's March, 2026 meeting yesterday, Council also approval six settlement items that are now headed to the Ontario Land Tribunal (OLT) for ratification. advancing a mix of developments and a neighbourhood planning framework. Together, the decisions greenlight 16,484 residential units, led by the 14,000-unit Ookwemin Minising waterfront community. While the majority of approvals are residentially-focused, some settlements hinged upon new community benefits.
Central
506 Church
City Council accepted a settlement offer for 506 Church, a revised mixed-use proposal at Church and Maitland streets in Church-Wellesley. Previously approved at 14 storeys, Graywood Developments then reapplied but for 48 storeys but was rejected. Designed by Diamond Schmitt Architects with heritage oversight by ERA Architects, the settlement scheme would rise 18 storeys (65.45m) and deliver 191 condominium units above 583m² of retail space. Council directed the City Solicitor to attend the OLT in support of the settlement, with the final order to be withheld pending completion of an amending Section 37 agreement securing a $2 million community benefit contribution or alternative community agency space.
46 Spadina Avenue
City Council accepted a without-prejudice settlement offer for 46 Spadina, a mixed-use condominium proposal on the west side of Spadina Avenue north of Wellington Street in the Fashion District. Designed by Wallman Architects for Capitol Buildings, with heritage oversight by ERA Architects, the revised scheme would rise 29 storeys (100.5m) and deliver 516 condominium units above 736m² of retail space. Council directed the City Solicitor to attend the Ontario Land Tribunal in support of the settlement, with the final Order to be withheld pending completion of the final Official Plan and Zoning By-law amendments. Council also adopted related confidential directions on the heritage approvals tied to alterations and demolition at the designated properties.
Ookwemin Minising
City Council adopted revised settlement directions for Ookwemin Minising, the first new community planned in the Port Lands within Waterfront Toronto’s Don Lands revitalization area. Led by Waterfront Toronto in partnership with CreateTO, the long-range plan covers a large waterfront district bounded by the Keating Channel, Inner Harbour, Polson Slip, and the Don Roadway, with approximately 14,000 residential units planned across 48 acres of developable land alongside 50 acres of parks and greenspace. Council’s decision authorizes revised maximum parcel governing limits and related zoning by-law height changes.

444 Eglinton West
City Council adopted settlement directions for 444 Eglinton Avenue West, a revised mixed-use condominium proposal at Castle Knock Road, a couple blocks west of Avenue Road and its new Line 5 station. Council’s decision advances a mediated outcome following earlier Tribunal proceedings, authorizing release of the public settlement directions while the balance of the City Solicitor’s advice remains confidential. Designed by Core Architects for Arista Homes, with heritage oversight by ERA Architects, the revised scheme would rise 26 storeys (91.3m) and deliver 272 condominium units above 442m² of retail space.
North York
895 Lawrence East
City Council accepted a without-prejudice settlement offer for 895 Lawrence East, a revised mixed-use residential proposal at Lawrence Avenue East and The Donway West in Don Mills. Designed by R. Varacalli Architect for Bazis Group, the updated scheme would comprise three buildings rising 14, 26, and 29 storeys (52.4m, 87.27m, and 94.91m), delivering 1,022 residential units above 697m² of retail space. Council directed the City Solicitor to attend the OLT in support of the settlement, with the final Order to be withheld pending completion of the final Zoning By-law Amendment, while also directing staff to explore a potential in-kind community benefit with the applicant.
Scarborough
320 McCowan
City Council adopted directions related to a settlement framework for 320 McCowan, a mixed-use condominium proposal on the west side of McCowan Road south of Eglinton, and within a kilometre of Eglinton GO station. Designed by BDP Quadrangle for Blauson Asset Management, the development would comprise two towers rising 25 and 29 storeys (87.9m and 100.7m), delivering 483 condominium units. Council’s decision consents to the applicant filing a request with the OLT to amend a previously introduced draft Zoning By-law Amendment to include a Holding Symbol and conditions for its removal, and to seek issuance of a final order reflecting these revisions.
Contested Application
567 Sheppard Avenue East
This application was mistakenly included in UrbanToronto’s recent Council approvals roundup earlier this week, but City Council did not in fact approve it. The proposal, designed by BDP Quadrangle for Tridel and the YMCA of Greater Toronto, calls for two 48-storey condominium towers and a rebuilt 3-storey YMCA community centre at Bayview Avenue and Sheppard Avenue East, with a total of 1,115 residential units and 6,671m² of institutional space. Rather than granting planning approval, Council directed the City Solicitor to attend the OLT in opposition to the application, specifically with respect to the proposed entry and exit locations, while setting out parkland and related conditions that would apply only if the Tribunal were to allow the appeal in whole or in part.
