It reminds of nothing so much as this illustration I saw in a kids' book about the future back in the 80s that showed life on a space station... you know, one of those ring deals whose spinning gives it artificial gravity. I remember it showed a people in a park that arched over their heads in the distance, including the river and lake. That was a mind-blower. The photo mirage here gives a very similar effect.

I found this picture, taken in 1976, on google's streetview.
It appears to be of the start of construction of the building I think your picture was taken from. There are a few other 76' photos on that persons panoramio page.
