Remember, this ranking isn't supposed to which cities are the "best" or nicest to live in, it is about which cities are the most global. Jeddah is loaded with islamic culture, but it isn't very global. Likewise for a city like Moscow. It might be of great cultural relevance to Russians, but how successfully has it embraced globalization? That is why New York & London do so well on this ranking, but hardly even place on the EIU & Mercer ones. They aren't actually that nice to live in.
