Not quite! The wording isn't too clear in the project summary, but these additions are actually happening at the base of the tower, replacing current green space and parking
 
That's a nice little upgrade for the area. I don't know how well the pharmacy will do with everything else so nearby, but anything to help animate the street a bit more is always welcome.

Applications for Official Plan and Zoning By-law Amendment have been submitted for the lands located at 155 Wellesley Street East. The applications propose the conversion of the first two storeys of an existing 18- storey, 116 unit residential rental apartment building to permit a two-storey medical facility and retail pharmacy. The proposed medical facility measures two-storeys in height and has a gross floor area of 2,137.5 square metres (23,000 square feet). The proposed retail pharmacy measures one-storey in height and has a gross floor area of 181.6 square metres (1,954 square feet).
