Occupancy can start before completion at many condos.

The TPZs are still up in that photo. Without being on site, based just on the fact that a realtor is marketing units, I'm not convinced this is complete. Close to completion, sure, but not necessarily fully complete.

@cranehunter123, this aerial doesn't show completeness to the level we typically consider complete on UT. There is clearly some landscaping, paving, and site cleanup to go. Looks like some roofing may yet be outstanding as well.

Usually, this change is made on UT based on photographic evidence. Just curious how you're determining completeness, and if visually, would be great if you could snap and post a shot.
