It depends on the level of the tax. Commercial landlords are pretty rational, so at the margin this proposal should nudge them to reduce parking in the long run. At least some of those vast surface lots could be redeveloped to higher and more profitable uses.

The subtext here seems so be that Toronto drivers are incapable of dealing with a level of complexity that’s pretty moderate by the standards of cities outside of North America.

The City could install cameras to monitor driver compliance, as they do all along the 333 bus lane along Oxford Street in Sydney. Of course, for behaviour to change the cameras would have to be monitored and fines would have to be high.
