I have a question. Does the UP Express count as "Go" in terms of MiWay's Co-Fare integration when transferring from the UP at Pearson to MiWay (i.e., Would I only have to pay 0.80$ to take a MiWay bus when coming in from the UP Express to Pearson)?

Not strictly, but for the most part. And how would this be policed? If a company began as a independent restaurant, and was so successful it opened up several other stores/franchises in Toronto/the GTA would they be forced to close the original store because it has become a 'chain' store...

MiWay and Branton Transit, I believe, do not require additional fare when transferring between the two, so it does not make sense to operate as an 'express' (as MiWay does when going to Islington Subway station, by not picking up passengers in Toronto) to get to the larger stations.

It is not the role of government to force a particular type of merchant onto its citizens. Let them decide, with their wallets, what kind of stores/ownership they want.

If Northern Ontario was its own province, a "417" from the Soo to North Bay, via Sudbury bypass would be a full 4-lane divided highway. The 11 should be converted to 411, but then continue on as 11 (as a 4-lane RIRO) from North bay to the Timmins/101 split.
