It is an inference from the DoFo letter, which talks about the freight rail bypass "missing link" along with the wording of "potential to unlock new GO lines".

Of course it wasn't explicitly mentioned in the letter, but it's reasonable to assume the midtown line would be one of these potential new lines unlocked by the missing link.

Replied to this thought in the bypass thread, won't repost it here.

The midtown line may be enabled by the bypass, in some future decade, but it isn't really an immediate deliverable of the current direction.

I'd assume it's more a reference to the various other CP lines and old ROWs that radiate out of TO. Oshawa, Peterborough, Vaughan, Orangeville, etc.

I don't think the proposed link from Bramalea to Milton would do anything more than allow for capacity expansion on the Kitchener line.
