How can this happen? Cranes don't exactly move fast, and the operator knows that building is there...
Could be anything. Maybe the operator had a medical episode, maybe the crane controls malfunctioned. The imminent MOL investigation will figure it out eventually
 
It's possible the crane operator saw the collapse/malfunction coming and then acted quickly to move the boom over the neighbouring building in order to protect her co-workers on the ground. They do plan for emergency contingencies.

It does appear to be resting on the neighbouring building's roof, no glass immediately below it seems to be smashed.
