The bridge is like 100% complete and it's wasted time, money and resources if that infrastructure isn't at least somewhat utilized. Every day it sits unused is one less day in it's usable life. Getting it operating will let us start recuperating the toll costs, and get revenue...
Bradford Bypass will be minimal but the 413 will take some stress off the 401 for those west of Toronto who want to get to the 400. It may only be 1-a couple % of the traffic but it is something.

Seems relatively easy to do too. I think all the overpasses can accommodate an extra lane, although the flyover for 403 WB at the 407 would lose its shoulder without a rebuild.
