At the very most, I could see the 427 going up to the Bradford Bypass- that would give you an alternate to the 400 so it isn't a single point of failure, at least up to here.

Seems relatively easy to do too. I think all the overpasses can accommodate an extra lane, although the flyover for 403 WB at the 407 would lose its shoulder without a rebuild.

People need to understand that the HOV lane is not the passing lane, despite being the leftmost lane. It can be frustrating to be behind a slowpoke yes, but those are the dice you throw when you commit to using this lane. Just get out at the next weave zone if you want.

The HOV buffer zone is double white striped with slashes with DO NOT CROSS signs littered throughout the highway. Saying you didn't realize you're not allowed to cross the buffer seems inexcusable.

Small rant but what's with all the drivers crossing the HOV buffer whenever they please? Seems like this is not being enforced because drivers are zig-zagging in and out all the time.

Not goona happen sadly. This was an election issue and is a good item to bring up to distract people from other things Douggie's government is doing. Best to just tune it out if you can.
That seems needlessly excessive for the volumes here. Just twinning the existing road, or making it 5 lanes with a centre turn lane is all you need. Like you said a lot of traffic is stopping here for a rest and/or food and fuel so bypassing the businesses seems dumb to me.

I'd rather one giant highway vs 3-4 smaller highways cutting your city up into pieces.
Widening makes sense in some bottlenecked areas. Tunneling seems like a stupidly expensive way to do that, but it is a way.
So... should have "one more lane bro'd" the rebuilt section? That would have added time and cost to the project but could have yielded a continuous aux lane between interchanges. You'd get more weaving however.
Is there at least a shoulder now as part of this work? That would help things move...
Widening the skyway bridge strictly for HOVs does seem excessive. Simply converting one GP lane on the bridge to HOV should work. I know the government wants HOVs to be entirely new capacity but this could be an exception.
As for possibly dropping HOVs- I wonder if that might just kill anything...
Could a lane on the Burlington Skyway be cannibalized and converted to HOV? That way you could eventually run HOVs all the way to the 406, perhaps 405 if somehow pushed through St Cathrines as the Garden City Skyway twinning should be able to handle it.
