Yes, it seems they just did the curbs, not change any road markings. I think there will be traffic lights going in here? So maybe they will do the rest of the work then.
So at Power and Adelaide the bike lanes were not installed, however it looks like the curbs of the sidewalk were constructed in such a way that fits within the plan for future protected (ish) intersection here.

Why would an outside button ever need to act as a stop request? Can the streetcar not distinguish between an inside or outside button? Or am I misunderstanding what you said?
