Plans have are being revised while construction has already started at 50 Wilson Heights Boulevard in North York's Clanton Park neighbourhood. The multi-phase project replacing a shuttered surface parking lot at Wilson station has just seen a Site Plan Approval resubmission to the City of Toronto for Block 1, and a Minor Variance application for Block 2 to introduce notable updates to one of CreateTO's Housing Now developments. Developed in partnership with Tridel and Greenwin, the project designed by KIRKOR Architects and Planners continues to evolve as a multi-block, transit-oriented community within a Major Transit Station Area along University Line 1.
The development site spans approximately 4.4ha, occupying lands north of Wilson Avenue between Allen Road and Wilson Heights Boulevard. Formerly the last station on University Line 1, the line was extended to Sheppard Avenue, and then all the way to Vaughan, significantly lessening the demand for parking at Wilson. The former parking lots are now being transformed into a multi-block community, with construction activity concentrated on Block 2 in the southeast corner, where subgrade work is progressing, aided by three cranes, while Block 1 to the west remains at an earlier stage.
The latest submission looks to increase Block 1 — closest to Wilson station — from 10 to 13 storeys, while Block 2 — on the northwest corner of Wilson Avenue and Wilson Heights Boulevard — would still be three 17-storey rental towers despite being allowed to go slightly higher and adding more housing units. Together, the revisions point to a more residentially focused program across the site.
Looking south across the site, above, we see three cranes at work. Behind them are recently built residential buildings in the Tippet Road area to the southeast of Wilson station. Below, we look west into the excavation, where sub-grade work is ongoing for the two levels of underground garage. A concrete boom pump rises in the centre, with rows of concrete walls around it. To the right rear, an earthen ramp leads into the excavation, where we see wooden formwork panels. Behind the pit, Block 1 will be built where the white tarp can be seen — for which shoring permits were approved in December, 2025 — in front of Wilson station, which defines the horizon at the rear of the shot.
Planning for the site dates back to 2019, when City Council approved a City-initiated Zoning By-law Amendment to facilitate redevelopment of the municipally owned lands under the Housing Now initiative. Site Plan Approval applications for Blocks 1 and 2 followed in 2021, with subsequent revisions, including the removal of office space from Block 1 and an increase in height for the Block 2 towers. A Notice of Approval Conditions was issued for Block 2 in February, 2025, advancing the project toward implementation. More recently, Council enacted a further zoning update, introducing revised development standards which have informed the latest resubmissions.
Block 1 has been reworked from a previously proposed 10-storey form to a 13-storey condominium rising within updated zoning permissions that now allow heights up to 49m, replacing an earlier scheme of approximately 44m. The revised design increases the unit count from 210 units to 277 units, while maintaining a similar footprint, with approximately 19,707m² of Gross Floor Area (GFA), including about 19,399m² of residential space and 308m² of retail at grade. Zoning changes, including reduced step-backs and lower amenity space requirements, have enabled the additional height and density. The building remains of condominium tenure, and will be served by three elevators, equating to approximately one elevator per 92 units, indicating reasonable response times.
To the east, Block 2 would retain its overall configuration of three 17-storey rental towers connected by a shared podium. The buildings would rise to 58.85m, reflecting a modest increase of about 2.3m over the previously approved 56.55m height, largely attributable to expanded mechanical penthouses. The total unit count increases from 767 to 782 units, evenly split between market and affordable rental housing. The development would continue to provide approximately 57,127m² of GFA, including 55,268m² of residential space, 1,789m² of institutional uses, comprising a community centre and daycare, and just 70m² of retail space.
The most notable change for Block 2 is the significant reduction in retail space, down from approximately 470m² in earlier plans, with portions of the ground floor reallocated to residential units and internal building functions. Each tower would include three elevators, for a total of nine across Block 2, resulting in an approximate ratio of one elevator per 87 units, indicating prompt response times when all elevators are operation.
The site is located approximately 170m from the Wilson Avenue entrance to Wilson subway station on University Line 1, equating to up to 650m walking distance from the furthest reaches of the site. The area is also served by a range of TTC bus routes that converge at the station.
The surrounding area is experiencing a steady wave of intensification. To the east, Maxium 11 Vinci Crescent, a 14-storey proposal is planned, while to the south, Express Condominiums on the Subway is under construction with three towers ranging from 14 to 17 storeys, and 2 Tippett Road is proposed at 34 storeys. To the west of Allen Road, a more substantial redevelopment is envisioned at 75 Billy Bishop Way, where five towers ranging from 21 to 49 storeys have been proposed. To the northwest, the Wilson District at YZD proposes 22 buildings up to 63 storeys.
