Why do they keep stockpiles of dirt, rather than reclaim new land from the lake ?
The land is reclaimed from the lake by putting piles of dirt into the water and raising the level of the land. Unlike Holland, for example, where much of the country is actually below sea level and the water is kept out by dykes, here we are trying to ensure that a huge storm will not cause major flooding in the City and building up the land and putting parks and/or buildings on top of the 'new dirt' is the result. The land at Corktown Common was all raised about a decade ago to protect the area into St Lawrence, the current work will, primarily, protect land further east.
 
Seems like they've started craning pedestrian/cycle bridges into place.
