There is a third section to the west of these that abuts Eastern Avenue that has been (I think) fenced off for a long time after the apparent completion of construction.

The triangular section of the park that runs south of the "Eastern Avenue Diversion" (the bridge) and the north side of Eastern Avenue itself )(Phase 2 of the park) is certainly open (and has been since last spring.) I have never noticed a part fenced off within it - though there was fencing along its northern edge (beside the Eastern Avenue bridge) for a while last fall, I think they were fixing the guard rail or ?? I will go there one day next week and check but I think it's all open.

Just walked there and, as I thought, all sections ofUnderpass Park are open. (Phase 1 was the skate board park and the kids play area parts EAST of St Lawrence Street) and Phase 2 was the open air part west of St Lawrence Street.
 
The murals are expanding west of River St....(and based on local people in the neighbourhood).

I'd love for this program to be extended along the Bentway as well.

or the length of the Gardiner in the core. It would certainly make passing under a lot more pleasant.
