Minto Communities has submitted revised Site Plan Approval materials for a rental tower at Grand Park Village, near Mimico GO station in Etobicoke. Designed by Wallman Architects, the new plans scale back a 42-storey plan on Block D to 41 storeys. The application advances separately from the community’s neighbouring Block E, where UrbanToronto detailed a five-tower proposal rising to 54 storeys in July, 2026.
The 4,215m² Block D site at 1 Audley Street and 8 Newcastle Street sits at the intersection of the two streets, and is currently vacant. Block E lies northeast across Audley Street, while Metrolinx's Lakeshore West rail corridor passes by to the southeast. Within the City's Mimico-Judson Secondary Plan area, the property is part of a former industrial district transitioning toward higher-density mixed-use development.
Planning for Grand Park Village dates to 2016, when a five-tower scheme proposed heights ranging from six to 32 storeys. Following an appeal process, site-specific planning approvals were secured in August, 2022, the same year Minto acquired the property from Freed Developments. Subsequent revisions brought Block D to 40 storeys and 420 units, followed by a 2025 Minor Variance resubmission seeking 42 storeys and 476 units. While new Official Plan and Zoning By-law Amendment applications reshaped neighbouring Block E in June, 2026, Block D continued through its separate Site Plan Approval process.
The revised design entails a 41-storey tower rising 137.66m above a five-storey podium, with retail and public space lining the south and east sides of the site. Previous plans called for a four-storey podium.
The building would contain 446 market-rate rental apartments, down 30 from the 2025 proposal’s 476 units but up 26 from the earlier 420-unit design. The mix would comprise 62 studios, 226 one-bedrooms, 113 two-bedrooms, and 45 three-bedrooms. Compared with the 420-unit scheme, this adds 26 studios, 35 two-bedrooms, and three three-bedrooms while removing 38 one-bedrooms. The submission features a total Gross Floor Area of 30,135m², with 29,563m² of residential space and 501m² of retail, yielding a Floor Space Index of 7.15 times coverage of the lot. Retail space would decrease by 31m² from the earlier plan’s 532m².
Residents would have access to 846m² of indoor and 424m² of outdoor amenities distributed across the ground, second, and 41st floors. Four elevators would serve the tower, providing approximately one elevator for every 112 units, indicating high-speed motors would be required for adequate response times when all elevators are operational. At grade, a 343m² POPS (Privately-Owned Publicly-accessible Space) would extend along the south and east sides, adjoining future public parkland spanning 1,520m² wrapping around the site’s southeast end.
Three underground garage levels would accommodate 113 vehicle parking spaces, comprising 91 resident and 22 visitor spaces. This reduces the supply by 49 spaces from the earlier Site Plan design’s 162. Bicycle parking would total 337 spaces, including 305 long-term and 32 short-term spots, compared with 440 long-term and 28 short-term spaces previously, a net reduction of 131.
Mimico GO station lies approximately 200m southwest, offering access to the Lakeshore West line. Surface transit connections include Royal York bus services accessible along Royal York Road and near Portland Street, linking to Royal York station on Bloor Line 2. Bicycle lanes along Royal York Road connect toward the waterfront trail network, while the planned Mimico Judson Greenway would add a multi-use trail along Newcastle Street and its extension.
Development activity around Mimico GO extends well beyond Grand Park Village. To the north, 25 Audley Street is proposed at 25 storeys, while southwest, the nine-storey Halsa at 230 Royal York Road is under construction. Other Royal York proposals include three towers ranging from eight to 36 storeys at 266 Royal York and a 40-storey tower at 286 Royal York. East across the tracks, 20 Fleeceline Road would bring two 17-storey towers, with a 34-storey proposal at 2405 Lake Shore Boulevard West to the southeast. To the west, Mimico Commons is under construction with heights reaching 11 storeys, while proposals include three towers of 40 to 43 storeys at 39 Newcastle Street, two 43-storey towers at 327 Royal York Road, and four buildings ranging from seven to 46 storeys at 21–31 Windsor Street, including the 14-storey 18 Buckingham Street.
