Nine towers up to 45 storeys tall have been proposed at 2424 Finch Avenue West, steps from a stop along Finch West Line 6 in North York. Fora Developments, acting on behalf of Orfus Realty, has submitted Official Plan and Zoning By-law Amendment applications for the site in Humber Summit. Designed by Rafael + Bigauskas Architects, the mixed-use proposal would rise just steps from the Milvan Rumike stop and within the Milvan-Rumike Protected Major Transit Station Area.
The site is an L-shaped parcel on the north side of Finch Avenue West and east of Milvan Drive. It is currently developed with connected one-storey commercial buildings and surface parking. Humber Summit’s varied built form includes low-rise employment and industrial properties extending north, while the south side of Finch includes plazas, townhouses, apartment buildings, and low-rise residential streets.
The plan would divide the property into North and South Parcels around a new public street linking Finch Avenue West with Milvan Drive, replacing the existing commercial complex with nine mixed-use towers ranging from 30 to 45 storeys and 100.5m to 145.05m in height. Together, they would contain 4,456 residential units. The submission reports 269,573m² of residential Gross Floor Area (GFA) and 1,604m² of retail within a total GFA of 280,311m², resulting in a Floor Space Index of 8.20 times coverage of the 33,303m² parcel.
The South Parcel would contain five towers and 2,709 units. Along Finch, a south block would rise 36, 42, and 45 storeys above a shared eight-storey podium, with retail at grade. Farther north, a central block would reach 40 and 45 storeys from a second eight-storey podium. Across the new street, the North Parcel would add 1,747 units split over its northeast block (with two towers at 35 storeys) and its northwest block, with two towers both 30 storeys. Each pair would share a six-storey podium, with additional street-fronting retail along Milvan.
All nine towers are planned with 750m² floor-plates, minimum tower separations of 25m, and 12.5m setbacks from neighbouring properties where future redevelopment could occur. The unit mix comprises 2,657 one-bedrooms, 1,338 two-bedrooms, and 461 three-bedrooms. Residents would have access to 9,134m² of indoor and 4,437m² of outdoor amenity space. A 3,267m² public park would occupy the site’s northeast corner, opening onto the new street and the natural lands associated with Emery Creek.
A single underground level would provide 565 resident parking spaces, supplemented by 60 visitor spaces and 22 pick-up and drop-off spaces for a total of 647. Bicycle parking would entail 3,363 spaces, comprising 3,031 long-term residential, 312 short-term residential, and 20 publicly accessible spaces at grade and on mezzanine levels.
The Milvan-Rumike Line 6 stop is approximately 125m from the site, or a two-minute walk. There are nearby surface routes on Milvan Drive and Weston Road. Cycling connections include the 1.5m cycle tracks installed along the LRT corridor and a multi-use path through Lindylou Park linking with the West Humber River trail system, with additional bidirectional tracks planned on Weston Road south of Finch.
The application joins a growing cluster of high-rise proposals along the Line 6 corridor. To the west, 2450 Finch Avenue West is seeking 44- and 47-storey towers. Projects to the east include towers of eight and 15 storeys at 2370 Finch, a 30-storey tower at 2405 Finch, and four towers ranging from 27 to 38 storeys at 19 Toryork Drive. In addition, 35- and 39-storey towers are proposed at 3406–3434 Weston, while the advancing Casa Emery Village community has another five towers of 25 to 48 storeys planned across its third and fourth phases.
