A redevelopment proposal has been submitted for 15 Gervais Drive in Toronto’s Wynford-Concorde area, where Resident plans to replace an existing office property with a pair of 53-storey mixed-use towers beside the Eglinton Line 5 and future Ontario Line 3 interchange at Don Valley station. Designed by BDP Quadrangle, the proposal forms part of the Wynford-Eglinton-Gervais (WEG) lands framework, a coordinated planning effort involving three neighbouring former office properties transitioning toward a new transit-oriented mixed-use district within the Aga Khan Park & Museum Major Transit Station Area.

The 10,959m² site occupies the northeast corner of Eglinton Avenue East and Gervais Drive, a block east of Don Mills Road, within an area historically characterized by suburban office campuses and surface parking lots. The property is currently occupied by an 8-storey office building constructed in 1968, accompanied by a one-storey wing, loading area, and surface parking. The surrounding area is undergoing a substantial transition tied to major transit investment and redevelopment activity.

The proposal forms part of the WEG lands framework, which encompasses 15 Gervais Drive, 39 Wynford Drive, and 1200 Eglinton Avenue East. The three ownership groups have coordinated a block plan framework prepared by Core Architects. For 15 Gervais, Bousfields has submitted Official Plan and Zoning By-law Amendment applications to the City of Toronto on behalf of the developer. To the immediate north, 39 Wynford Drive has 1,245 units planned in four towers. To the immediate east is another block of 2 buildings, applications for which are still expected.

The proposal would replace the existing office complex with two mixed-use towers rising 53 storeys (181.27m) and stepped 1- to 2-storey podiums. The towers would be separated by an internal east-west POPS (Privately-Owned Publicly-accessible Space) corridor, while the podiums would maintain a 21.5m separation distance and the towers approximately 34.8m between one another.

The development would introduce 1,424 residential units split evenly between the two towers. In total, the proposal includes 799 one-bedroom units, 475 two-bedroom units, and 150 three-bedroom units. Gross Floor Area is proposed at 92,901m², including 90,910m² of residential and 1,992m² of retail and other non-residential uses concentrated at grade, resulting in a Floor Space Index of 9.4. Six elevators are proposed within each tower, representing an approximate ratio of one elevator for every 119 units, indicating high-speed motors would be required to minimize wait times.

At the southwest corner of the site, plans call for a new 984m² public park fronting onto Gervais Drive, intended as a gateway open space leading into the broader redevelopment area. The park would connect eastward through an approximately 1,993m² POPS extending between the towers and linking to future open spaces planned on neighbouring properties.

The north tower would contain approximately 941m² of non-residential space, while the south tower would include approximately 994m². Combined indoor amenity space would total 3,992m², supplemented by 1,713m² of outdoor amenity terraces wrapping Levels 2 and 3 of both buildings. Two underground garage levels would accommodate 489 vehicular parking spaces, including 473 resident and 16 visitor spaces, while plans also include 642 long-term and 144 short-term bicycle parking spaces.

The site is approximately 45m from the nearest entrance to Don Valley station on the Eglinton Line 5 and roughly 265m from Aga Khan Park & Museum station. Don Valley station currently functions as a major bus terminal serving multiple routes. In a few years, the station will become the northern terminus and interchange point for Ontario Line 3, now under construction. Existing cycling infrastructure in the area includes cycle tracks along Eglinton Avenue East and Ferrand Drive, with additional connections to the Don Mills Trail multi-use path network.

The proposal joins a growing concentration of high-density redevelopment applications in the area. To the southeast, e lofts is under construction, rising to 15 storeys. To the southwest, proposals include 805 Don Mills Road with towers of 26 and 48 storeys, 770 Don Mills with three towers ranging from 37 to 48 storeys, and 793 Don Mills, where four towers between 38 and 60 storeys are planned. East of the WEG lands, applications at 123 Wynford Drive175 Wynford Drive, and 155 St Dennis collectively propose numerous towers ranging from 42 to 56 storeys. Meanwhile, to the west, construction continues across Aspen Ridge’s Crosstown Community, where projects include the 27-storey Generations tower, the 39-storey Crosstown Block 6C, and the City’s two-storey Don Mills Community Recreation Centre.
