In 2017, as Toronto’s residential high-rise market accelerated, a structural gap in the industry became apparent. Developers seeking greater certainty on cost and schedule were gravitating toward vertically integrated delivery models, often taking construction in-house. Yet that approach carried its own risks, limiting independent oversight and critical feedback; the market had room for an experienced, third-party construction manager. Clark Construction Management (CCM) emerged, founded on the premise that independent construction leadership, grounded in field expertise, could deliver what the market was missing.
CCM was launched by Mike Clark, a construction executive with more than four decades of experience across North America. A conversation in the spring of 2017 crystallized what he had already observed: the high-rise sector needed another independent construction manager with the credibility and operational depth to execute at scale. From the outset, the plan was twofold: establish a track record by delivering complex projects successfully, then expand to address a broader industry shortfall.
High-profile projects delivered through vertically integrated models have demonstrated how quickly momentum can falter when strategy outpaces operational discipline. The challenges that unfolded at One Bloor West became a public reminder that scale alone does not guarantee delivery certainty. For CCM, such examples reiterate a core belief: independent construction oversight provides an essential layer of accountability, field-driven decision-making, and risk management that can protect schedules and budgets.
At the core of CCM’s model is a builders-first mindset shaped by field experience rather than boardroom theory. The firm describes itself as a construction-led organization, focused on tangible progress on site and measurable performance. Clients are embedded directly into the process through open access to project management platforms such as Procore.
Workforce development is also central to the company’s long-term outlook. More than a quarter of CCM’s employees are women, and approximately 26% of the team is drawn from Generation Z. The firm places emphasis on mentorship and hands-on training, positioning construction as a viable and rewarding career path for younger professionals entering the industry.
At 15 Holmes Avenue near Yonge and Finch, the 32-storey Azura Condos designed by Arcadis for Captial Developments provided an early demonstration of CCM’s willingness to challenge convention. During construction, the team advanced an external tower crane strategy that initially faced skepticism within the industry; the crane was procured directly and deployed to support the build. Constructed through the disruptions of COVID-19, Azura reached completion in Summer 2022.
Immediately to the north, Olive Residences (a sister project to Azura, also designed by Arcadis for Captial Developments) has continued that trajectory. Now in the final stages of delivery with occupancy underway, the tower has progressed ahead of schedule despite the addition of extra floors during development.
On the west side of the city, CCM has spent more than five years on the transformation of Galleria on the Park at 1245 Dupont Street. Working with Almadev on Blocks 2 (Galleria III) and 5 of the master plan designed by Hariri Pontarini Architects, the firm has overseen nearly 92,900m² of Gross Floor Area across mixed condominium and rental components, along with extensive retail and amenity space. Galleria III, distinguished by its brick podium and sculpted facade expression, is now nearing full completion with occupancy in progress.
