A major rethink of a development proposal in Scarborough City Centre has resulted in a resubmission of plans from The Rosdev Group and Dov Capital Corporation to the City of Toronto. Designed by Arcadis, the updated proposal for 100 Borough Drive increases its density from a previous five-tower plan from Fall 2023 to a six-tower community with towers reaching up to 55 storeys. The site is located within the Scarborough Centre Protected Major Transit Station Area on the Danforth Line 2 Scarborough Subway Extension that is now under construction.
The 2.4-hectare property is to the north and east of Borough Drive, south of Triton Road and west of Brian Harrison Way. Currently occupied by a six-storey office building and surface parking, other than adjoining treed lot, the land is slated for full redevelopment. The site lies directly west of the Scarborough Civic Centre, and southwest of the Scarborough Town Centre mall and its bus terminal. The bus terminal will be relocated to the new subway station, being built several hundred metres to the east.
The first redevelopment proposal for the site introduced in September, 2023 called for five towers of between 26 and 50 storeys, the tallest of which peaked at 163.5m. It was tweaked in a January, 2024 resubmission, maintaining the same scale and program while advancing through the review process.
Following staff feedback and a presentation to the Urban Design Review Panel in September, 2024, MHBC Planning recently resubmitted Official Plan and Zoning By-law Amendment applications to the City of Toronto on behalf of the developers. The plan now calls for six towers arranged across four buildings, rising from 10 to 55 storeys (41.4m to 183.75m). The redistribution of height and massing introduces a broader range of building forms, including mid-rises absent from the original proposal, while still anchored by three high-rise towers above 40 storeys.
The program has grown in scale, with residential count increasing from 2,335 to 2,487 units and total Gross Floor Area climbing from 172,200m² to 175,590m². Of this, 174,828m² would be residential and 762m² commercial, compared to 171,370m² residential and 830m² retail in the previous iteration. The site’s density has shifted upward from a Floor Space Index of 8.86 to 9.03 times coverage of the lot.
The revised submission includes 5,350m² of indoor and 5,201m² of outdoor amenities. Elevator counts range from two in the smallest 10-storey building to nine in the larger high-rise blocks. Ratios vary from about one elevator per 80 units in the mid-rise to one per 134 units in the tallest tower, necessitating quite high-speed motors in the high-rises for adequate service.
Along with a 634m² POPS (Privately-Owned Publicly-accessible Space) at the north end of the site, a parkland dedication of 2,160m² is planned at the south end. The new plan continues to introduce a new east–west public street, now complemented by a mid-block pedestrian and cycling connection in place of the previously envisioned woonerf.
Three levels of underground garage are proposed, while overall vehicular capacity has dropped from 1,457 spaces to 1,147, including 1,118 for residents and 29 for visitors. Bicycle parking has increased from 1,795 to 1,933 spaces, comprising 1,725 long-term residential stalls, 178 short-term residential stalls, and 30 publicly accessible spaces.
The site is approximately 350m from the future Scarborough Centre station, planned to open in the mid-2030s. While the new station will be a much longer walk from this site than the existing bus terminal, residents and visitors to 100 Borough will be able to ride buses to and from the site.
The proposal joins a surge of intensification planned around Scarborough Town Centre. To the the west, five buildings rising from 9 to 42 storeys are planned at 1600 Brimley Road, while to east of the 100 Borough site, towers of 27 and 42 storey are planned at 158 Borough. Further east, 1215 McCowan would add three towers of 25 to 55 storeys, alongside 40 Bushby Drive with heights of 44 to 59 storeys. North of the site, construction is underway at Alta with three towers of 35 to 45 storeys, and Scarborough Town Centre Block 2 is planned with a 45-storey building, both part of a broader master plan envisioning 32 towers reaching up to 65 storeys.
