A transformative urban development is on the horizon for Scarborough City Centre with the proposal of a new complex at 100 Borough Drive. Proposed are a quintet of towers ranging from 26 to 50 storeys by the development partnership of The Rosdev Group and Dov Capital Corporation. Designed by Arcadis, this development would join several active projects in the vicinity, showcasing the area's rapid growth. The site falls within a proposed Major Transit Station Area with the Bloor-Danforth Line 2 Scarborough Subway Extension, after the decommissioning of Scarborough LRT.

The proposed development would redevelop a 6-acre parcel, currently occupied by a six-story commercial office building, into a high-density, mixed-use complex. Located southwest of the mall on Borough Drive, the site is within walking distance of the relocated Scarborough Centre station (the line extension is expected to open around 2030).

A mosaic of residential and retail spaces is slated to be segmented into three blocks, accentuated by a trio of residential towers with 26, 39, and 46 storeys, and two mixed-use buildings reaching a towering 50 storeys. Their heights would range from 91.8m to 163.5m. This architectural quintet would provide a count of 2,335 new dwelling units, diversifying the housing stock with studio, one, two, and three-bedroom configurations.

Rosdev and Dov Capital aim to root the development in community-oriented design. A planned east-west public street would bisect the site, intending to cultivate a vibrant flow of residents and visitors. The proposal offers a parkland dedication of approximately 2,161m², or 10% of the site at its south end, contributing to the green fabric of the area, much of which is woodland.

Approximately 830m² of retail area is poised to enliven the street level. Meanwhile, residents would enjoy an abundance of amenity areas totalling 10,140m², with 6,673m² indoors and 3,467m² outdoors, including a courtyard at grade. The towers' design features four elevators per tower, translating to roughly one elevator for every 117 units.

The multi-tower development would include three levels of underground garage, along with above-ground parking for the two tallest buildings — three levels for one, and four for the other. In total, the site is set to feature 1,457 parking spaces, of which 1,372 would be equipped for electric vehicle charging. Addressing the City's requirement, the proposal calls for 1,795 long-term and 204 short-term bicycle spots.

In alignment with the City's planning vision, the proposal dovetails with the density targets of the proposed Scarborough Centre PMTSA. The site is serviced by numerous TTC bus routes along Brimley and other nearby roads, all of which will serve the future Scarborough Centre station. The site is one stop south of the future terminal Sheppard station, which could connect to a future Sheppard East Subway Extension, or a Sheppard East LRT, depending upon which of those plans are eventually greenlit.

In the context of Scarborough City Centre's development scene, 100 Borough Drive stands amidst a neighbourhood in transformation. To the east, 158 Borough Drive is set to see the rise of two new residential high-rises standing 27 and 42 storeys, while to the west, Scarborough Town Centre Block C's trio of proposed towers range from 35 to 45 storeys tall. Further northwest, the Brimley & Progress Towers would add to the residential crescendo around the mall site with their quartet of towers ranging from 36 to 47 storeys.
