Menkes Developments has resubmitted the Site Plan Approval application for 61 Brownlow Avenue in Toronto’s Davisville Village. Designed by Turner Fleischer Architects, the revised plan now envisions a pair of mixed-use towers rising 55 and 60 storeys, with the latter now proposed as a purpose-built rental building. The latest iteration continues the site’s intensification within the Protected Major Transit Station Area of the upcoming Mount Pleasant station on Eglinton Line 5.
An assembly of 55 through 75 Brownlow Avenue, the site sits just southwest of Eglinton Avenue East and Mount Pleasant Road. It currently contains eight townhouse dwellings and a 15-storey apartment building with 121 rental units, all slated for demolition under approved permits. The property lies just south of the Line 5 corridor, with nearby streets lined by mid- and high-rise apartments, retail uses along Mount Pleasant, and several active redevelopment sites.
The proposal’s evolution spans a few years of design refinement and site expansion. In August, 2021 a 35-storey tower was proposed containing 384 residential units on the northern townhouse lots. Menkes consolidated the adjoining apartment property, and in September, 2022, proposed a three-tower scheme rising 35 to 45 storeys with 1,162 units.
In late 2023, that concept was replaced by two 59-storey condominium towers separated by a potential mid-block connection and bordered by new parkland to the north. After City feedback led to modest height reductions in early 2024, Council approved the rezoning and rental demolition applications that spring. This latest resubmission brings the project to the permit stage.
The plan now proposes towers of 55 and 60 storeys standing 182.5m and 197.6m, modified from 184.5m and 196.6m in 2024. Each would rise from their own podium positioned on a divided site plan, with the 60-storey Tower A to the north serving as a fully purpose-built rental building and Tower B to the south containing condominium units. Together, the towers would deliver 1,409 homes, up from 1,374 in the 2024 version and down from 1,559 in 2023, across a total Gross Floor Area of 97,620m², achieving a Floor Space Index of 5.66 times overage of the 5,751m² site.
Tower A, forming the first phase generally where the townhouse dwellings are currently, would contain 733 rental units, among them 121 replacement apartments, while Tower B calls for 676 condominium units. There would be six elevators in the 55-storey tower and eight in the taller building. This results in approximately one elevator for every 92 units in the rental building, and 113 units in the condo building. Elevators in the condo building would require particularly high speed motors to provide prompt service.
The design introduces 1,691m² of indoor and 1,150m² of outdoor amenities, a decrease from the total of 3,468m² in 2023. A 929m² childcare facility to be conveyed to the City as an in-kind community benefit, while a new 571m² public park would front Brownlow Avenue along the northern edge of the site, directly adjoining Eglinton Junior Public School, and forming part of a planned mid-block pedestrian connection linking Brownlow Avenue with Mount Pleasant Road.
Two underground levels would accommodate 210 vehicular parking spaces for residents and 14 for visitors, reduced from 230 spaces in the 2024 plans and 235 in 2023. Bicycle storage increases to 1,416 spaces (1,272 long-term and 144 short-term spots), up from 1,374 in 2024.
Construction is planned to unfold in two phases: Tower A would be completed first to rehouse existing tenants before demolition of the current apartment building, while Tower B and the childcare facility would follow. Demolition permits have already been issued for the existing structures, with shoring and building permits now under review for Phase 1.
The soon-to-open Mount Pleasant station is about a two-minute walk away. The site is within walking distance of Eglinton station on Yonge Line 1, about 750m to the west.
The site is surrounded by numerous dense and tall proposals. To the west, 191 Eglinton East calls for 52 storeys and 54 Brownlow is planned at 60 storeys. Northeast, proposals include 808 Mt Pleasant at 61 storeys, plus 245 Eglinton Avenue East at 60 and 65 storeys. To the east, 750 Mt Pleasant calls for 35 storeys, while southeast, 226 Soundan Avenue is proposed at 46 storeys, with 148 Soudan Avenue planned at 56 storeys to the southwest. Northwest, major proposals include 110 and 150 Eglinton East, each with dual 61-storey towers, while 120 Eglinton Avenue East is planned at 70 storeys.
