Developers are frequently seeking to forego office space in favour of increased residential density in this post-pandemic environment, as seen in freshly resubmitted plans for 310 and 330 Front Street West by H&R REIT. The plans now entail 65 and 70-storey mixed-use towers designed by Hariri Pontarini Architects, adding a second residential tower while eliminating a second existing office building. Located in Toronto’s Entertainment District, the site is within walking distance of St Andrew or Union stations.

The site at 310, 320, and 330 Front Street West occupies a lot of approximately 8,114m² on the northeast corner of Front Street West and Blue Jays Way. Currently, it is home to an 8-storey building at 310 Front Street, a 12-storey building at 330 Front Street, and a 16-storey building at 320 Front Street. These buildings are linked by an enclosed atrium. The surrounding area is a mixed-use neighbourhood close to the CN Tower and Rogers Centre.

An initial redevelopment proposal, submitted to the City in 2021, included a 69-storey tower with 560 residential units and 11,188m² of replacement office space. In 2023, the plan was revised to a 65-storey tower with 578 units and 11,330m² of office space spread over levels 2 to 10, while two of the existing office buildings were to remain.

The newly revised plans submitted by Bousfields on behalf of the developer call for Official Plan Amendment and Rezoning that would allow for a 65-storey (210.7m) West Tower and 70-storey East Tower (225.4m) that together would deliver 1,782 residential units, up from 578 units in the 2023 plan. The Gross Floor Area (GFA) has also increased significantly, with the residential GFA rising from 39,003m² in 2023 to 109,555 m². Retail space at grade would cover 743m², split between 440m² in the East Tower and 303m² in the West Tower. The site’s Floor Space Index (FSI) would be 16.98.

With the elimination of the 8 and 12-storey existing office towers on the site, the replacement office space originally proposed for the East Tower has also been eliminated. The 16-storey office building at the north of the site would remain unchanged, consisting of 27,062m² of non-residential GFA.

The public realm would see a major overhaul with the replacement of the current enclosed atrium by a landscaped public plaza. This new space would add a new pedestrian connection between Blue Jays Way and Front Street West, with potential public art installations and weather-protected areas. Amenities for tower residents would include 2,650m² of indoor and 1,205m² of outdoor space. Each tower would be served by seven elevators, with a ratio of one elevator for every 127 units, indicating longer than preferable wait times for residents.

The existing three-level underground garage would retain its 399 parking spaces. Of these, 178 spaces would be provided for residents, 219 for visitors and commercial use, and 2 for car-share vehicles. In comparison, the 2021 proposal had planned for 459 parking spaces. Bicycle parking would total 725 spaces, including 537 long-term and 188 short-term spaces, up from 599 spaces in the 2021 plan.

St Andrew and Union stations are 10- and 14-minute walks away, respectively, while King and Spadina streetcars ply streets to the north and west respectively. The site is also within a 15-minute walk of the future Queen-Spadina station on Ontario Line 3. Bicycle lanes are available along Blue Jays Way, with access to the Martin Goodman Trail.

There are other proposals and projects nearby. To the north, 255 and 277 Wellington Street West are proposed at 26 and 60 storeys, respectively. Further north, the 49-storey Maverick is just about finished construction, with 305-319 King West proposed at 50 storeys. South of the site, Union Park calls for four towers, two office, two residential, ranging from 44 to 58 storeys. To the west, 433 Front Street West proposes two towers at 43 and 51 storeys, with 400 Front Street West planned at 59 storeys. East of the site, Union Centre is proposed at 54 storeys, while 145 Wellington Street West is planned at 61 storeys.
