Construction of Parliament & Co, located at 191 Parliament Street in Downtown Toronto’s King-Parliament neighbourhood, has reached the top floor. This 11-storey mixed-use rental office building, designed by Kohn Partnership Architects for Downing Street Group and The Sher Corporation, will include 6,235m² of office space plus 337m² of retail at grade, along with 15 live-work units on the upper floors.

Looking into the excavation pit in September, 2022, over a year after demolition and site clearance started in Summer, 2021, we see the north and east elevation’s shoring walls with a wooden lagging system along the latter. The walls are secured with rows of tiebacks, sunk into the ground behind them. A white tower crane, installed a month prior, stands to the left. Horizontal I-beams are positioned along the walls, providing additional support, while a diagonal raker at the corner reinforces the stability of the excavation. By May 2023, development had reached grade. Prominent in the centre is a rebar cage extending upwards. Behind it are recently cured concrete walls and columns.

Looking southeast from Shuter Street in March, 2024, the structure had reached eight storeys with active work on the ninth floor. The east elevation features noticeable step-backs at the third, fifth, and seventh floors, forming the terraced design. Rebar and formwork are visible on the ninth level. A construction hoist along the north elevation is partially obscured behind trees.

This image taken in May, 2024 from Sherbourne Street provides a detailed view of the west elevation. There are step-backs atop the third and seventh floors, with yellow insulation and and blue waterproofing materials covering parts of the exterior. Glazing installation is evident on some floors.

This month, we look northeast to the building, now standing ten storeys. Window wall installation from the fourth to the seventh levels uses insulated glazing units framed by black aluminum transoms and mullions, with the warehouse style windows facing Parliament contributing to a modern industrial look. The exterior is set to feature a mix of brick-veneered and white precast concrete panels, which will define the building's lower and upper sections respectively. The expansive openings on the second and third levels are prepped for large-scale glazing, with office space set to occupy the second through fifth floors.

An aerial view showcases work on the 11th and final storey. Construction crews are preparing the floor for the central amenity and event space, surrounded by a green roof. Yellow shoring posts and scaffolding are visible along the tenth storey and further reinforced by shoring posts and metal fencing on the two levels below until the concrete fully cures here, with these three levels set to house the live-work units.

Once completed, Parliament & Co will stand at a height of 41.45m.
