About halfway between Pharmacy and Warden avenues on the south side of Sheppard Avenue, and just east of Abbotsfield Gate, a proposed development by Doran Design Build Inc. is set to introduce a blend of residential and commercial spaces, in Scarborough's Sullivan neighbourhood. This 14-storey mixed-use building at 3175 Sheppard Avenue East, designed by Urbanscape Architects and Rahshahr Canada, has been submitted to the City of Toronto with Official Plan Amendment and Zoning Bylaw Amendment applications.

The site — addressed to 3175, 3177, 3179, and 3181 Sheppard Avenue East, with a generally flat topography — currently hosts four single-detached dwellings, which have been unoccupied for over a year. The assembly measures approximately 2,763m² in area with a frontage of 73.2m along Sheppard. The homes are slated for demolition.

The surrounding area is primarily characterized by single-detached dwellings, townhouses, and apartments, along with commercial areas along Sheppard Avenue East including plazas and strip malls. The application notes that infill and intensification developments are reshaping the neighbourhood.

The proposed building would reach a height of 49.3m with 14 storeys that house 194 residential units. The design incorporates three elevators, resulting in approximately one elevator for every 65 units, indicating quick service. Its podium is designed as a 6-storey structure, intended to create a consistent and engaging street edge, while the tower above is articulated with step-backs at the 7th and 10th floors, aiming to enhance the building's visual appeal and reduce its massing impact.

Inside, the building would offer 117 one-bedroom, 62 two-bedroom, and 15 three-bedroom units. The indoor amenity space is set to span 428m² across the first and second floors. With four levels of underground garage, the development would house 188 spaces housed in a four-level underground garage, divided between resident and visitor spots, although the application does not specify the exact numbers of each.

The proposed building is just 100m away from bus routes along Sheppard Avenue East, facilitating travel throughout Scarborough, Downtown Toronto, and the York region. The site is less than 3km west of the Agincourt GO station, as well as a 6-minute drive east of Don Mills station, the current terminus for Sheppard Line 4. The site would further benefit from a extension to the Sheppard Subway, or an LRT line, whichever is chosen, both of which would run eastward from the station.

Nearby recent and ongoing developments to the west include Wish Condos and East 3220 Condos, both 18-storey buildings that were completed in 2022. Closer to Pharmacy Avenue, 2992 and 2993 Sheppard Avenue East call for 18 and 22 storeys respectively. Moving eastward, Sheppard Garden is under construction on its way to 12 storeys, and 3459-3471 Sheppard Avenue East is proposed at 14 storeys.

Additionally, the under-construction Pinnacle Toronto East, to the east, is set to introduce a mix of townhouses and condominiums, including two 30-storey towers. West of Victoria Park Avenue, Almadev’s master-planned community LSQ will feature seven buildings reaching 40 storeys.
