United Property Resource Corporation, the development division of the United Church of Canada, has submitted an Official Plan Amendment and Zoning By-law Amendment to the City of Toronto for a site located in Scarborough's Wexford neighbourhood. The proposed 11-storey, purpose-built rental apartment building and 2 rows of 3-storey townhomes would replace a church and single storey detached house currently occupying the site at 2102 Lawrence Avenue East.
The Wexford Zion Pioneer Cemetery and historic chapel in the church would remain on the site and parts of the heritage church would be incorporated into the design of the mid-rise building. The site is located on the north side of Lawrence Avenue East at Ellington Drive, east of Warden Avenue.
The planning rationale by MHBC outlines the surrounding area as:
- North: low-rise residential dwellings, further north is Manhattan Park, Manhattan Park Junior Public School
- East: various low-rise commercial buildings, range of housing (high rise condo, low rise residential dwellings)
- South: low rise residential behind Westford Shopping Center and various low-rise commercial establishments
- West: various low-rise commercial establishments, further west are low rise residential dwellings
The planning rationale states that the KPMB Architects-designed proposal's height and design would fit in with the surrounding neighbourhood. The chapel would be a meeting space and the would include an atrium, washrooms, kitchen and other facilities for the surrounding community to use.
The total gross floor area of the development is 8,785m² with a floor space index of 1.67. There would be 100 residential rental units, with 86 in the mid-rise building and 14 units in the townhomes. The mid-rise building would include 8 studios (8%), 24 one-bedrooms (24%), 36 two-bedrooms (36%) and 18 three-bedrooms (18%).The planning rationale states that all units would be rental tenure and 30% of them would be affordable rental housing.
The 11-storey building would have 400m² of indoor and outdoor amenity spaces for residents to use. The total proposed indoor amenity space would be 200m² located on level 3. The total proposed outdoor amenity space would be 200m² located on the ground level and level 3.
The proposal includes 56 parking spaces and 120 bicycle spaces within 1 level of underground parking, accessed from the internal drive aisle off of Ellington Drive. There would be 1 loading space located within the base of the 11-storey building and accessed from the internal drive aisle. . The site is served by TTC buses along Lawrence. The site is also located 1.7km from Lawrence East TTC Station, but it is scheduled to be permanently closed before the proposal could be built
