A revised Zoning By-law Amendment application for a 29-storey, 92.93-metre-tall infill rental tower at 1 Richview Road in Central Etobicoke was submitted to the City of Toronto in November, 2020 on behalf of property owner Betovan Construction Ltd. We first reported on the initial version of this project two years ago, which at the time was for a 21-storey, 235-unit building.

The site is an irregularly shaped parcel located on the northwest corner of Eglinton Avenue West and Scarlett Road. The property is currently occupied by two attached, but functionally separate 20-storey rental apartment buildings, home to 366 residential units and two ground floor commercial units, surface parking, and a large open area on the Eglinton frontage. The elevated Scarlet station on the Eglinton Crosstown West Extension, for which the first construction contracts are expected to be awarded later this year, will be at the site's doorstep.

The expanded plans for the high-rise would bring 302 new rental units to the site. The gross floor area (GFA) of the new building is 25,543 m², and when combined with that of the existing apartment buildings, the total GFA across the property is 69.153 m². The floor space index (FSI) of the existing and proposed buildings is a modest 3.48 times the area of the lot.

The Kirkor Architects-designed building’s length is oriented along Eglinton Avenue West. It is designed with a point tower above a four-storey podium that steps down to two storeys at the west end of the building. The grade level façade along Eglinton Avenue West includes the lobby entrance, windows to amenity spaces, and unit patios.

The double-height lobby and multipurpose room is framed by brick veneer that also wraps the tower’s northwest corner. A grid-like pattern of white precast panels frames the inset balconies and climbs and wraps the tower’s southwest corner. The remainder of the facade is clad in a window wall system with vision glass and dark grey spandrel. Long rows of balconies traverse most of the north and south facades.

A new 600 m² of green space and children’s play area will be located toward the interior of the site, to the rear of the building and to the west of the existing buildings. Two new multi-purpose rooms are proposed in the new building, both of which are contiguous to an outdoor terrace. Existing and future tenants of all three buildings will share access to all indoor and outdoor recreational facilities.

The mix of suites in the new building is 166 one-bedroom, 106 two-bedroom, and 30 three-bedroom apartments.

The existing underground garage will be reconfigured to provide a new entry under the proposed building and 559 vehicular parking spaces for both existing and new buildings, while another 78 surface spaces would also serve the site. Parking for the new building is represented by 287 of the total spaces, including 30 for visitors.
