Plans for a two building infill at a ‘Tower in the Park’ style apartment site at 3000 Dufferin Street in Toronto's Glen Park neighbourhood were first proposed in 2017. Appealed to the Ontario Municipal Board in 2017, since renamed the Local Planning Appeals Tribunal (LPAT), a settlement proposal from the developer that is backed by the City received Zoning By-law Amendment approval in principle at the LPAT in January. Now, documents associated with fulfilling the conditions of the approval in principle have been submitted to the City of Toronto. Proposed by Pinedale Properties and designed by IBI Group, the development will contribute an additional 508 units to the area near Dufferin Street and Lawrence Avenue West.

There have been a number of changes to the plans since our initial coverage of the proposed development in 2017, including a small increase in the total units being proposed in both new buildings rising from 504 to 508, the height of one of the proposed towers, the dispersion of units, and the inclusion of two extensions from each main building.

The two proposed towers will add a total of 35,457 of ground floor area to the existing 21,670 of the current 18-storey rental building on site.

Of the two towers proposed, Building A, in the northeast corner of the site, was originally proposed as a 16-storey building with a 9-storey podium. That height has since  been reduced to 12-storeys (36 metres including mechanical penthouse), and will consist of 209 units down from the originally proposed 239. These will be made up of 14 studios, 119 one-bedrooms, 56 two-bedrooms, and 20 three-bedrooms respectively.

Building B, in the northwest corner of the site, remains a 23-storey tower (78 metres including mechanical penthouse) as in the initial plans, but with an increased unit count from 265 to 299. These consist of 10 studios, 209 one-bedrooms, 49 two-bedrooms, and 31 three-bedrooms.

At least 10 one-bedroom units in either Building A or B must be allocated as affordable rental units, as part of the development’s Section 37 provisions.

Both buildings A and B now include a wing from the main structure that extends southwards, parallel to each side lot line. The building B extension rises six storeys with a shared roof terrace on the seventh floor, while the building A extension rises seven storeys with a shared roof terrace on the eighth. Both extensions contain a range of units inside, with a pedestrian breezeway at the ground level to provide a mid-block connection to the internal courtyard.  In the southeast corner of the Building A extension, a 400 retail space is proposed at grade where Playfair Avenue meets Dufferin Street.

A total of 598 of indoor amenity space and 598 of outdoor amenity space are proposed in the plans. Of the total available roof area of Building A, 50% will meet required green roof standards. Finally, a complete landscape plan prepared by Terraplan Landscape Architects integrates hard and soft landscaping elements, including new planter beds, species and outdoor furniture throughout the site. A 1,204 parkland dedication is also included in the plans, located in the southwest corner of the site.

Adding to the existing 176-space garage for vehicles on site, each new tower includes two levels of underground parking with spaces for a total of 302 vehicles. Spaces for 315 bicycles will be split up among each building’s P1 levels, and an additional 142 bicycle parking spaces are to be dispersed at grade throughout the site.
