Starlight Investments has filed a Site Plan Approval application with the City of Toronto to permit a 12-storey office building in the southeast corner of an existing office campus between The West Mall and Highway 427 in Etobicoke. The development at 181 The West Mall, which is allowed as-of-right under existing zoning regulations, has been refined following a pre-application meeting with the City in October, 2018.
South of Dundas Street, the site fronts Paxman Road to the south and Highway 427 to the east, with the existing three-building West Metro Corporate Centre complex to the north and west. The property is partially occupied by an existing above-grade parking deck that sprawls north and west to cover the majority of the office campus, with the southeast portion of the site paved and vacant.
Starlight's 18,764 m² mid-rise proposal is designed by Sweeny &Co Architects Inc. and features a faceted glass volume supported by a perimeter row of columns. The Class A office building would meet the ground with a multi-storey glazed lobby and a retail space, likely a coffee shop.
Vehicular access to the site would be provided via new driveways off Paxman Road and an internal driveway from the West Metro Corporate Centre. Soft landscaping and pedestrian pathways would animate the space between the building and Paxman Road.
The lower block of the building serves as a screen to obscure the existing and new parking decks to the north. Parking will be provided across these parking decks as well as underground within two-and-a-half levels.
The building's mid-section houses amenities, to include an enclosed common area connected to large landscaped terraces at the north, south and east sides of the structure. A painted metal soffit characterizes the underbelly of the main office volume.
The office levels would sport a raised-floor platform with under-floor air distribution to allow each tenant to control HVAC. Enveloped in floor-to-ceiling glazing, office spaces would be flooded with natural light.
