I view the mayor as part of council.

When it is a policy "failure", the mayor is "part of council", when it isn't, the council is in the way of the mayor. Interesting positioning - you can't proclaim leadership and shrink from it at the same time.

In any case, the fact of the matter is - this appears to be a regional/provincial issue, and there should frankly be a regional/provincial solution than just a city-based one.

Mayor is a Councilor with some extra powers that give him very limited power to control the agenda. Beyond that, there isn't anything special about his position. Makes me question if the position is even needed.
