Recommendations​

It is recommended that the TTC Board:

1. Forward a copy of this report to the City Clerk for submission to the next Scarborough Community Council meeting for information.

Summary​

This report provides an update on the acceleration effort in response to a motion adopted by the Board at its meeting of May 14, 2025. “That the Board direct staff to work with the City Manager, the General Manager, Transportation Services, and the Executive Director, Transit Expansion Division to expedite all required land acquisitions and permits to accelerate construction of the SRT busway and report back in July on the acceleration plan.”

Financial Impact​

Funds for the Line 3 Bus Replacement and Busway program are included in the TTC’s 2025-2034 Approved Capital Budget and Plan under the Scarborough Rapid Transit (SRT) capital program, as approved by the TTC Board on January 10, 2025, and by the Council on February 11, 2025.

The total project budget for the SRT Bus Replacement Infrastructure project is $93.8 million, comprising of costs incurred to the end of 2024 of $26.5 million and cash flow funding of $67.3 million between 2025 and 2027 as summarized in Table 1 below:

SRT Busway Update

At its June 5 meeting, the TTC Board directed that:

staff to work with the City Manager, the General Manager, Transportation Services, and the Executive Director, Transit Expansion Division, to expedite all required land acquisitions and permits to accelerate construction of the SRT Busway and report back in July on the acceleration plan

The TTC has since worked with City departments to accelerate reviews and permit approvals, and has streamlined internal procedures to dedicate design resources and participate in on site to expedite problem resolution.

What is clear in this report is that a known high priority project was not given resources to be achieved as quickly as possible either by the City or TTC. What is not known is how mush of this is due to staff shortages and procedural delays that more generally affect this type of work.

Any acceleration plan must also be discussed with and approved by the contractor, and that need raises questions about the urgency built into the job specification and tender process. Management will report back to the Board in early Fall with an update. The target for completion is the end of 2026.

How many other TTC projects suffer from similar project management issues?

 
Curious if anyone knows more about the work that's been going on on the old RT line in the last couple of months (at least from Kennedy/Eglinton to Lawrence, not sure about the other parts of the corridor). Is this something new or just prep work that was approved before after the derailment happened?

Crews have been grinding the concrete down flat and removing any rebar sticking up as well as more recently casting in more concrete to widen the base. Photos below from the Tara Ave/Mooregate Ave footbridge:

I'd argue that this project has stalled.

I've seen very little actual progress being made to the point where I'm questioning what is being done.

The city has allocated 50 million dollars to this project and put out RFP earlier in the year....
Perhaps they will finally sign a contractor and start paving it soon 👍

Scarborough transit riders will be getting a dedicated bus corridor in 2026. Today, Dec. 12, Mayor Olivia Chow, TTC Chair Jamal Myers and TTC CEO Mandeep S. Lali announced that construction of the Scarborough Busway will be accelerated, with service now scheduled to begin by the end of September 2026.

The project, originally slated for completion in 2027, will provide Scarborough residents with faster, more reliable transit options during the ongoing subway extension work.

“The people of Scarborough deserve reliable and efficient transit options,” said Mayor Olivia Chow. “I want to thank the TTC for recognizing the need to accelerate this project. Thousands of Scarborough commuters will soon have a dedicated busway, ensuring faster and more reliable travel times while we wait for the Scarborough subway to open.”

“Transit riders in Scarborough rely on our system every single day, and they deserve service that keeps up with their lives,” said TTC Chair Jamaal Myers. “As both TTC Chair and a Scarborough Councillor, I knew we needed to move faster — and that’s exactly what we’re doing. Accelerating the Scarborough Busway will provide a smoother, more dependable trip for thousands of people while we continue building the subway extension. This is a fundamental step toward delivering the high-quality transit service Scarborough has been promised for years.”

“The TTC is committed to providing safer, faster, reliable and accessible transit service for all our customers, and accelerating the construction of this busway is one way that we can do just that for Scarborough residents,” said TTC CEO Mandeep S. Lali. “We are working together with our contractors to complete this project as quickly as possible, and we are grateful for the support from the Mayor, the City and surrounding communities.”

Since November 2023, the TTC has been operating an interim bus replacement service with full transit priority measures, following the closure of the Line 3 Scarborough RT.

The Scarborough busway will operate along a 4-kilometre area of former Line 3 right-of-way, following the same general route as the former Line 3 SRT. It will begin at Kennedy Station, stopping at Tara Ave./Mooregate Ave., Lawrence East Station, and Ellesmere Station. Buses will then use Ellesmere Rd.’s priority bus infrastructure to connect to Scarborough Town Centre. When the busway is implemented, a trip between Scarborough Centre Station

The fact that it took 3 years to even begin to construct this project is insane.

Does anyone have any progress photos if anything new has shown up on the ROW?

I don't understand why it's going to take two years to pave this unused ROW and build a bunch of stations.

The subway won't open untill 2035 anyways
