That colourful pool of water in the last image looks a little disturbing - like a large dog showed up for an extended pee.
 
Towered - West Harbour City appears in the background of two shots there, but I believe the hole you are concentrating on is for the next phase ('Neptune?') of WaterParkCity.

Sorry, I really had no idea - the amount of projects in this area is dizzying and I assumed all the new construction is part of West Harbour City.

As for that green, soupy water...

I think that might be part of the public art component, which I believe is going to be some sort of decoish mosaic on the 1st or 2nd floor of the building.

Wow, a brick pattern is classified at public art these days? Ouch, what a sad state of affairs. Brick patterns should almost be the minimum.
