The previous building on the site, the St. Andrew's Market (demolished in 1930) was exactly that:

I'm always surprised at how often I get photographed by security and workers who nonchalantly get close to pretend to get a photo of the
building but it's me and them in the photo as I see their cellphone image... from the short distance we are.

Not as known as YouTuber "johnny five o" nor having the brass you know what.

The brick on the eastern part of the heritage building doesn't seem to have been cleaned. I wonder why. Is it not part of the Waterworks project?

nope, it is not part of the project. see the attached diagram, the east part(white) is "Eva's Phoenix", as quoted on the official website:

"Eva’s Phoenix is a 50-bed transitional housing facility for youth aged 16-24. Eva’s prioritizes stabilizing housing for youth who are precariously housed and/or experiencing homeless. Young people develop critical skills to live inter-dependently through caring, individual support, workshops, and hands-on programs."
