The chrome is a sleeve (or condom) slid over the base cast iron/ashtray.

Can confirm. A few of the ashtray bollards have been outfitted with BOLLARD STEEL ® XXL

And yeah, they may look like the little bollards across the street at the Royal York, but these ones are really large… and uhh thick.

No really, they’re about a foot in diameter and about waist high.

Edit: found a few more behind the fences.

I immediately wondered if the bollards on Bay Street by the glass streetcar entrance had been outfitted but no, they're shorter than these and remain concrete. The question of the day is whether these bollards will line the side of the plaza for ease of pedestrian flow or if they'll get the concrete benches.

Meanwhile, I noticed that there is suddenly no fear of vehicle incursions into the plaza. The jersey barriers are piled off to the side waiting (for months) to be collected. Why are we doing these Fort Knox bollards and concrete benches thing again?

I don't mind these ensheathed, girthy (ahem) bollards, at least from the photos. Much better than the slabs of concrete

Yes, they're actually very nice. The question is, then why did they put those concrete blocks down if there was a bollard solution the whole time?

Because, they say, they could not put bollards into the ground due to underground 'stuff'. Even if true, they COULD have done far better!

The concrete blocks are largely above the subway station and the PATH connections.

Well, I hope at some point, they realize that they don't need 80 benches and they alternate between benches, planters and Bike Share stations.

I would love to agree with you regarding planters, but I suspect litterers will destroy them by filling them up with cigarette butts & other sundries before we can even blink.

Yes, yes it will. Thats partly why I find planters in general in this area to be a difficult matter to contend with.
