My first observation is that the public plaza, a pedestrian only space, is situated on the Elizabeth Street right-of-way.

I'm all for it............but for a City that can't approve the pedestrianization of Market Street year round, and won't 'go for it' in Kensington Market....... I'm not going to hold my breath on this making the final cut.

I do wonder given that this will be an EMS hub, what the proposed vehicle movement pattern for those will be, and whether the space on Elizabeth will be designed to permit them to transit it.

Agreed, it would be fantastic, and makes a lot of sense as this small section of Elizabeth St only causes problems as cars turn onto Dundas at the non-signalized intersection.

But if I had to put my own money on it, a Kensington result is what I would bet on here as well. We might get the narrow woonerf-type road shown, but private cars will have 24/7 access to it.

All it would need is some retractable bollards for the ambulances. Again, not a result I would bet on becoming reality.
 
Damien Moule on Bluesky says that the proposal could violate the city’s Prominent Views policy, given its presence behind City Hall.
